Arlene provides critical human resources leadership, overseeing day-to-day human resources department operations, supporting and overseeing the HR team and managing various functions such as: all hiring activities including recruitment, assessment/testing, selection processes, classification, compensation and position management, all staff HR support and development, discipline, employee and labor relations, and EEO/disability/leaves management.
Arlene has a broad and extensive HR background with 25 years of experience in public sector human resources. Prior to joining our Office, she worked as an HR professional and an HR manager for various City departments, including the Department of Human Resources (DHR); Department of Public Health (DPH); Assessor’s Office (ASR); and Human Services Agency (HSA). Arlene received a Bachelor’s degree in Organizational Psychology and a certification in Human Resources Management through UC Berkeley. She has been a member of the PsyChi National Honor Society; Western Region Intergovernmental Personnel Assessment Council (WRIPAC); the Society for Human Resources Management (SHRM); and the California Public Employers Labor Relations Association (CALPELRA).
